Zajednički istraživački centar Komisije (JRC) objavio je danas najnovije izdanje svog godišnjeg izvještaja o šumskim požarima u Evropi, na Bliskom istoku i u sjevernoj Africi 2021 godine. U njemu se zaključuje da je prošlogodišnja sezona požara bila druga najgora na teritoriji EU-a u pogledu opožarene površine, nakon 2017. kada je izgorelo preko 10.000 km². Više od 5.500 km² spaljeno u 2021., više nego dvostruko više od Luksemburga – sa preko 1.000 km² spaljenih u zaštićenim Natura 2000 područjima, rezervoaru biodiverziteta u EU, navodi se na sajtu Evropske Komisije.
Izvještaj još uvijek ne obuhvata ovogodišnje požare, koji su bili još razorniji od onih iz 2021. Godišnji izvještaji dozvoljavaju da se kao referenca pri analizi preliminarnih podataka o uticaju požara u tekućoj godini koriste protekle požarne sezone. Iz ove perspektive, 2022. izgleda još gore, potvrđujući zabrinjavajući destruktivni trend poslednjih godina. U stvari, područje od 8.600 km² već je izgorelo ove godine. Ovo je jedno od najvećih područja izgorenih u požarima u Evropi do kraja oktobra, postavljajući nove rekorde u devet zemalja EU-a. Ukupno, najgore zabilježena sezone požara je 2017. godina kada je spaljeno 35.340 km² – površina veća od Belgije. Oko 35% ukupne spaljene površine, više od 11.600 km², bilo je u području mreže Natura 2000.
Ključni nalazi izvještaja
- Godine 2021., požari su mapirani u 22 zemlje članice EU27, sa ukupno 500.566 ha, više od približno 340.000 ha iz 2020. godine, ali daleko od milion ha iz 2017. godine;
- Izvještaj o šumskim požarima za 2021. pokazuje da je Italija bila najteže pogođena zemlja u smislu izgorele površine, a slijede Turska, Portugal i Grčka, posebno u avgustu, kako je istaknuto u nacionalnim izvještajima;
- Šumski požari su ozbiljno pogodili evropska Natura 2000 zaštićena područja: ukupna spaljena površina 2021. iznosila je 102.598 ha (oko 20% ukupne površine svih Natura 2000 lokacija), manje nego u poslednje dvije godine i nešto ispod prosjeka u poslednjih 10 godina;
- U 2021. godini, Italija je činila skoro četvrtinu ukupne spaljene površine u okviru Natura 2000 lokacija, a zatim je slijedi Španija, zajedno čineći 45% ukupne površine;
- U južnim zemljama EU-a sa dužim periodima evidentiranja, izgorele površine su se udvostručile u odnosu na 2020. i to je bila druga najgora godina od 1986. u smislu prosječne veličine požara. Ukupan broj požara je najmanji zabilježen, što znači da je bilo daleko manje ali većih požara;
- Mehanizam civilne zaštite EU je nadograđen sa rescEU 2019. godine, dodatno ojačavajući njegov kapacitet za pružanje pomoći zemljama tokom ove požarne sezone 2021. i dalje proširen 2022. za kampanju protiv požara 2023. godine.

Izvještaj potkrepljuje alarmantne događaje, kojima smo nastavili da prisustvujemo i ovog prošlog ljeta, još ekstremnije. Šumski požari u Evropi su sve veći po obimu, učestalosti i intenzitetu, dovodeći u opasnost živote ljudi, kao i našu životnu sredinu više nego ranije. Suočeni sa sve većim rizikom, zajedno sa evropskim zemljama, moramo učiniti sve što je moguće da pojačamo napore na prevenciji i pripravnosti kako bismo mogli što efikasnije odgovoriti kada je to potrebno. Sa nedavno najavljenim sredstvima EU-a od 170 miliona eura, moći ćemo da ojačamo sve potrebniju flotu EU-a protivpožarnih aviona i kopnenih snaga. Ova zajednička rescEU flota omogućava brz i fleksibilan odgovor na šumske požare kada oni preplave kapacitete zemlje da sama stavi vanrednu situaciju pod kontrolu. Zahvaljujući našem Koordinacionom centru za reagovanje u vanrednim situacijama, samo ove godine je bilo potrebno 33 aviona i 8 helikoptera da budu raspoređena širom Evrope preko Mehanizma civilne zaštite EU, zajedno sa preko 350 vatrogasaca na terenu.
